- Add ChangeParentDialog with parent ID, leg, reason fields

- Update NuGet to v0.0.188
- Add ClubFeature checkbox list to CreateDialog and UpdateDialog
- Load features via ConfigClient.GetClubFeaturesAsync
- Sync selected FeatureIds to proto request on save
