feat(config): add CallbackBaseUrl to configuration for payment processing

- Introduced CallbackBaseUrl in both cms-config.yaml and appsettings.Staging.json to support dynamic callback URLs for payment processing. - Updated PackageService to utilize the new CallbackBaseUrl for enhanced security and flexibility in payment integration.
