Subject: [PATCH] fix(project): restore PackageReference and comment out
 ProjectReference for Protobuf

- Reinstated the PackageReference for Foursat.CMSMicroservice.Protobuf version 0.0.212, ensuring the project can utilize the necessary protobuf functionalities.
- Commented out the ProjectReference for the CMSMicroservice.Protobuf project to prevent build issues during development.

These changes ensure proper package management and maintain project stability during development.
