feat(profile): temporarily disable gateway charge for discount wallet

- Added an alert to inform users that the gateway charge for the discount wallet is currently disabled.
- Updated the Wallet.razor file to hide the charge button for the discount wallet, with a note for future restoration.

These changes enhance user experience by providing clear communication regarding the status of the wallet charging feature.
