feat: Add Licenses page + SitePageSettingsService

- SitePageSettingsService: new gRPC client for simplified page settings
- Licenses.razor: new page showing license certificates from CMS
- RouteConstants: added Licenses route
- Footer + MainLayout: added Licenses navigation link
- Proto NuGet updated to 0.0.180
