- NuGet.config: nuget.org for standard packages, local nupkg for proto
- Dockerfile: COPY nupkg/ before restore
- CI: build proto from CMS source before Docker build

- NuGet.config: استفاده از Nexus NuGet با HTTP و allowInsecureConnections
