fix: environment-specific gateway config — staging=sandbox, production=real

- appsettings.json/Staging.json: UseSandbox=true (sandbox mode for testing)
- appsettings.Production.json: UseSandbox=false, MerchantId=new production key
- Added SeedWorkers, Kestrel, Seq overrides to Production config
